Declining garment industry of Saipan has forced this tiny member of the US commonwealth to turn to shoe industry, states the Governor of Northern Mariana Islands.

Governor Benigno Fitial announced that Hong Kong-based Yue Yuen, world's largest shoemaker plans to establish a factory at Saipan.

The company plans to hire local workers and pay them more than the minimum wage of three dollars and five cents per hour, he said.

Several Saipan garment factories have closed recently facing tough competition from developing countries having advantage of cheaper labor costs.

United States is now importing garments under World Trade Organization's trade liberalization from other countries.
