The Ministry of Industry (MOI) has appealed relevant authorities to find solutions for the dilemma in apparel export, suggesting three measures for the problem.

Firstly, MOI asked the Ministry of Trade (MOT) to prepare for negotiations with the US in a bid to raise the quota for apparel exported there, especially for those categories considered 'hot'.

Secondly, MOI urged that procedures for exports to the US be eased. The ministry said that the Government should allow MOT to grant both export visas and the certificate of origin, form B free of charge.

Lastly, MOI proposed that 0% VAT be applied on locally-made fabric which is utilised for the production of apparel exports. The ministry believes that it would help raise competitiveness for Vietnamese enterprises.

The export volume of apparel, a key export product, has remained modest since the beginning of the year, just $2.6bil. Of this figure, export to the US represents only $675million.
