India extends QCO on cotton for one year after strong opposition

India has extended quality control order (QCO) on cotton for one year following strong protests from the ginning industry. Previously, the Indian government had granted a three-month extension until November 2023. Organisations within the ginning industry called for a complete rollback of the quality control measures. 

According to a notification issued by the ministry of textiles, the Cotton Bales (Quality Control) Order 2023 will now take effect from August 27, 2024. Initially, the order was set to be implemented from August 28, 2023. 

The ginning industry had protested against the stringent norms of the quality control order. The matter became particularly complicated as the QCO necessitates heavy investment in modern machinery by the ginning industry, which is largely dominated by MSME units. These units operate with basic machinery and face difficulties in modernising their plants. The Cotton Association of India (CAI) and other industry organisations had requested a two-year extension. They believe that implementing the QCO all at once is impractical.
