The Philippine Textile Research Institute (PTRI) received a grant from the Department of Science and Technology (DOST) worth PhP37.5 million not only for the upgrading of its testing laboratory but also of its R&D and processing facilties covering the period 15 August 2007 to 14 August 2009.

By 2010, additional funds will be released to fully implement the upgrading of facilities of DOST Research and Development Institutes (RDIs) in support to R&D and S&T services. The PTRI, headed by its Director Carlos C. Tomboc is one of the seven RDIs under the DOST.

During its 42nd anniversary celebration on 25 February 2009, the Instiute has soft launched the upgraded facilties including the newly acquired universal testing machines (5kN and 50kN capacity) for testing geosynthetics/geotextiles, with a total cost of PhP5.6 million excluding taxes and duties. These equipment are capable of testing the breaking load and tensile strength properties of geosynthetics/geotextiles.

The Insitute has been taking more active collaborative efforts with government institutions and the private sector. On the same occassion, the PTRI-DOST signed a Memorandum of Agreement (MOA) on geosynthetic/geotextile testing with the Bureau of Research and Standards (BRS), Department of Public Works and Highways (DPWH) which ha has the mandate to develop and set effective standards to ensure the safety of all infrastructure facilities in the country and to assure efficiency and proper quality in the construction of government public works.

Recognizing the technical capability of the PTRI, the BRS-DPWH designated it as its official local testing laboratory to conduct testing on breaking load, tearing strength, tensile strength, mass per unit area, and thickness in accordance with ISO and ASTM test methods for quality assurance of geosynthetics/geotextiles for Philippine construction utilization.

Geotextiles are produced in many different ways, partly using traditional textile procedures, partly using procedures not commonly recognized as textile procedures. Geotextiles are used in engineering, building, construction, hydraulic works, etc, all outside the textile industry.
