The Rapid Alert System (RAPEX) of Non-food Categories of the European Commission issued consumer warning against China-made sofas, sold under the brand name of 'Texas' and 'Houston' on May 1, 2009.

The appellant in this case is Finland. The involved sofas are settee style sofas and the dispute has been raised against the fabric and leather covering the sofa. The petitioner has alleged that they contain Dimethyl Fumarate (DMF).

They further allege that products could cause dermatitis and allergy to users in varying degrees, so there is existence of chemical hazards. At present, the importer has taken the initiative to withdraw from the market and recall the products.
