Deen Dayal Hathkargha Protshahan Yojna, launched to revive UP Handloom Corporation has run into rough weather as the corporation has piled up huge losses due to financial irregularities.
Departmental inquiry by two senior officials into few showrooms in south and central India in 2005, brought the wrongdoings in the limelight.
Nexus between officials and suppliers in purchase of goods for showrooms was reported by the team.
The Corporation authorities called a meeting of officers and employees' leaders in April 2006 to discuss shortcomings and suggestions to improve the situation.
Suggestions to reinstate old system of purchase and use technical manpower, souring of quality goods for sale, was mandated for by majority of officers and employees' leaders.
Regional Marketing Managers (RMMs) of many areas have been unscruplous and so decentralised purchase system was not preferred.
Supplies by traders can be done in full credit under consignment scheme instead of cash purchase by RMMs, they said.
General Secretary of UP Handloom Employees Union PC Bhanti said, delay in apprehending guilty officials have given leeway to continue illegal practices run corrupt officials.
Bhanti was surprised over introduction of voluntary retirement scheme and retrenchment scheme by authorities as both could not be offered according to norms.
