The need of this facility was felt as the international processing trade is growing quickly and shoemakers had to bear cost of storing imported materials.
Moreover, shoe enterprises are not required to pay import duties on the goods in Warehouse and they can store their stocks even if they do not have import license.
Discounted rate of rent allows shoe enterprises to have more floating fund on hand, which in turn helps them in explore international trade markets for exports while EU markets seem less profitable due to anti-dumping duties that have discouraged exports to that region.
