China's statutory review product list continues to expand

China’s current statutory inspection directory of export commodities contains 325 woven garments and 111 knitted apparels. These account for 9.7 percent of China’s legal inspection list of export commodities, and 36.1 percent of all apparel tariff numbers.
 
Since most of the tariff numbers that belong to conventional export categories are included in the statutory inspection list, in practice, about 60 to 70 percent of China’s garment exports fall under the statutory inspection directory.
 
In 2005, there were a total of 3,361 categories in statutory inspection list for export products. These increased by 33.6 percent to 4,491 categories in 2013.
 
The Chinese Government spends huge amount for carrying out mandatory inspections on export products included in the statutory list, but the inspection certificate issued by the Chinese authorities is not considered valid by foreign importers due to absence of mutual recognition agreements with other countries.
 
Hence, Governments of other countries or importers either test Chinese products by themselves or entrust a third party as a certification body to inspect the products imported from China.
