The European Commission has ordered the registration of PET spunbond imports from China, marking a key step in its ongoing anti-dumping investigation initiated on September 15, 2025.
The probe, launched following a complaint by Freudenberg Performance Materials and Johns Manville, covers polyester non-woven needle-punched sheets classified under CN codes ex 5603 13 90, 5603 14 20 and ex 5603 14 80.
Under Article 14(5) of the EU’s basic Anti-Dumping Regulation, customs authorities have been registererig all imports from December 03, 2025, for up to nine months. This enables the Commission to impose definitive anti-dumping duties retroactively, Edana said in a release.
The complaint estimated dumping margins between 51 per cent and 116 per cent and an injury elimination level of 50–60 per cent for 2024. However, the Commission noted that it is too early to indicate any potential liability level, which will be determined only in the final regulation, European Union said in a release.
The registration requirement means importers must now declare all shipments, with EU authorities closely monitoring volumes to prevent stockpiling ahead of potential measures. The EU industry has welcomed the move, calling it an essential step toward restoring fair competition in the market.
