Indian Prime Minister Narendra Modi will visit Rajasthan on April 21, 2026, to dedicate India’s first greenfield integrated Refinery-cum-Petrochemical Complex at Pachpadra in Balotra, according to a press release from the Prime Minister’s Office.

Developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, the 9 MMTPA refinery-cum-petrochemical complex has been built with an investment of over ₹79,450 crore (~$9.53 billion). The facility integrates refining and petrochemical production, with a petrochemical capacity of 2.4 MMTPA.

The complex features a Nelson Complexity Index of 17 and petrochemical yields exceeding 26 per cent, aligning with global efficiency and sustainability benchmarks. The project is expected to strengthen India’s energy security, boost petrochemical self-sufficiency, and support industrial growth. It is also set to anchor a Petrochemical and Plastic Park in the region, promoting downstream industries and generating employment.
