US recommends continuation of ADD on PSF import from Korea, Taiwan

The United States has recommended the continuation of anti-dumping duties on imports of low-melt polyester staple fibre (PSF) from South Korea and Taiwan. The recommendation was made by the Enforcement and Compliance International Trade Administration, which operates under the US department of commerce, following sunset reviews. The department had initially imposed the anti-dumping duty in August 2018 for a period of five years. 

Upon conducting a detailed review, the US agency concluded that the revocation of anti-dumping duty orders would likely lead to a continuation or recurrence of dumping. The magnitude of the dumping margins expected to prevail would be at a rate of up to 16.27 per cent for South Korea and up to 49.93 per cent for Taiwan. 

The US imported 72.943 million kg of polyester staple fibre (HSN code 550320) from South Korea between January and August 2023. These imports were priced at an average of $14 per kg, amounting to a total value of $102.391 million. In the previous year, the US had imported 104.916 million kg of PSF with a total value of $154.639 million and an average price of $1.47 per kg, according to Fibre2Fashion's market insight tool TexPro. 

The US also imported 12.465 million kg of PSF from Taiwan during January to August 2023, at an average price of $1.76 per kg. The total value of these imports stood at $21.906 million. Last year, the US had imported 5.668 million kg of PSF from Taiwan, with a total value of $10.882 million and an average price of $1.92 per kg, as per TexPro.
