A trader from the Ludhiana market told Fibre2Fashion: "A shortage of funds is discouraging buying, as buyers are reluctant to clear outstanding payments before Diwali. Normally, payment conditions ease only after Diwali. The slow demand for garments is also a negative factor for the PC and polyester yarn markets."
