Transport Minister Rosie Winterton said: "Successful towns often have the same ingredients: an effective transport system, accessible facilities, and thriving shops.

It is important that local authorities and retailers talk to each other about how to achieve this mix, and the British Retail Consortium tool kit will help those conversations to happen."
