Chemical waste or material? Parliament ponders

Numerous chemical units of Gujarat are anxious regarding the decision that might be passed by the Parliament. The situation is critical for these industries because a change of a single word in the proposed draft can affect more than 2,500 enterprises, unfavorably.

'Hazardous Material (Management, Handling and Trans-boundry Management) Rule-2007' (HazMat Rule — 2007) is only a draft, which is yet under consideration. At present, the hazardous substances of the chemical industry are governed by the Hazardous Waste (Management and Handling) Rule – 2003. However, the Government is planning to replace the 'word' waste with 'material'.

If this decision is implemented, it would mean an inclusion of not only waste products but also raw material (inputs), processes and finished products. This would in turn mean a near collapse for chemical units who would have to suffer tremendously.

Officials from the industry have vehemently rejected the insertion of the word 'material' and in line with this view Shailesh Patwari, president of Naroda Industries Association told Fibre2fashion that “There should not be any change in existing Regulations of Handling Hazardous Waste (Management and Handling) Rules without holding prior sectorial meeting of different stakeholders of our country and after considering their views and representations, the draft may be prepared.”

Mr Patwari further reiterated that “Re-cycle, re-use and re-sale will adversely affect the Cleaner Production and Industrial Symbiosis Measures which, till date, have disseminated widely in the interest of Environment and Ecology”.
