Foreign Minister James Huang told reporters that President Chen Shui-bian held bilateral talks with various heads of state of its allies, in its continued effort to dig away at Panama.
In his hotel room in Costa Rica's capital San Jose, Chen met Panamanian President Martin Torrijos, Guatemalan President Oscar Berger, Haiti's Acting President Boniface Alexandre, Nicaraguan President Enrique Bolanos and Salvadoran President Elias Antonio.

On the signing of a free trade agreement (FTA), Taiwan and Guatemala had forged a letter of intent last September.
