Internationally acclaimed designer Ralph Ardill will draw up plans and develop a fashion tower which will be marked as the landmark building in the market town Burnley to celebrate East Lancashire's textile heritage.
The building would provide business and education space to the next generation of fashion designers.
The Fashion Tower would play a major role in developing the Weaver's Triangle visitors centre.
