The decline reflects ongoing inventory rationalisation by overseas retailers, cautious ordering amid weak consumer demand, and continued diversification of sourcing to lower-cost manufacturing hubs such as Vietnam, Bangladesh, and Turkiye. Rising labour costs in China, tighter compliance requirements, and heightened geopolitical and trade-policy risks have further accelerated the shift away from China in labour-intensive apparel categories.
