ILO ratifies Israel's core labour standards

International Textile, Garment & Leather Workers' Federation informed that Israel has ratified all eight ILO core labour standards.

In various areas Israel's law and practice require improvements in order to comply with the commitments Israel accepted at Singapore in 1996 and Doha in 2001 in the WTO Ministerial Declarations and in the ILO Declaration on Fundamental Principles and Rights at Work adopted in June 1998.

Israel has ratified both the core ILO conventions protecting trade union rights. Most workers in Israel are able to exercise basic trade union rights, although the government has at times abused the law to force striking workers to return to work in arbitrarily defined public service occupations.

Israel has ratified both the core ILO Conventions against discrimination. Despite relatively well-developed legislation in this area, there remains significant discrimination, which is opposed actively by the Histadrut trade union centre.

Non-resident workers from the West Bank and Gaza face specific problems of discrimination including lack of access to entitlements and employment insecurity.

Israel has ratified both the core ILO Conventions on child labour. Child labour does not seem to be a widespread phenomenon in Israel but it is reported to be a problem among some groups of the population, highlighting the need for more adequate enforcement of the law and increased assistance to those.

Israel has ratified both the core ILO Conventions on forced labour and the national legislation prohibits forced labour. However there are a growing number of foreign workers being held in conditions amounting to involuntary servitude. Histadrut has been working to prevent such practices.
