Estoy convencido que el compromiso de Brasil con la Ronda, de la que tiene mucho que ganar, y con el sistema multilateral de comercio en general es profundo y compartido por todo el espectro político brasileño, así es que no espero cambios sustanciales cualquiera que sea el resultado de las elecciones.

Question: Comment peut-on arriver a concilier les interets des pays en developpement et les pays developpés au sujet de l'accord ADPIC et la santé publique?

It was at the initiative of the developing countries, particularly the African Group, that the Doha declaration on TRIPS and public health was agreed upon. Subsequently, in August 2003 a solution to the problem of supplies of generic medicines to developing countries was agreed upon and this was put into the text of TRIPS last December. Both developing and developed countries discussed and negotiated these issues in good faith and all could accept the final agreements.

Question: Would it help developing countries for member states to agree to eliminate the generalized system of preferences?

Answer
Not really...I know that some countries have at times questioned the benefits that have accrued from the generalised system of preferences, but eliminating the system completely may not be the answer....what needs to be done, in my view, is to look at the experience of implementing the GSP and to then improve its efficacy.
