Vietnam's accession to the WTO without usable safeguards leaves the U.S. textile industry in an unnecessarily perilous position as there are, in practice, no other trade remedies available.
Presently, the U.S. government refuses to apply countervailing duty law to non-market economies, and the U.S. textile industry lacks the "standing" to file anti-dumping cases against apparel imports because of the indirect nature of the damage suffered.
In conclusion, AMTAC encourages the United States Senate to ensure that there are adequate safeguards in place for American industry prior to endorsing Vietnam's bid to join the WTO.
