The Planning specified the guideline and goal of domestic trade development in the coming 5 years according to the general requirements of concept of science and technology and economic and social development on the basis of all-round analysis on new situation confronted by domestic trade, putting forward the general thought and key strategies, confirming main tasks, policies and measures.

The Planning was an important part of the Eleventh-Five Year Planning for National economic and social development and was also listed as the national special planning for the first time.
The issuing and implementation of the Planning will create a more favorable market environment to promote the sustainable, rapid, coordinate and healthy development of national economy, to meet the growing needs of consumption of urban and rural citizens, and be of great significance to open up a new pattern of domestic trade.
