Retail sales in Central London during October were 15.8 percent higher than a year earlier, on a like-for-like basis.
But that was compared with a weak October 2005, when sales had dropped 3.1 percent following July's London bombings.
Retail footfall was 6 percent up on last October, when in the wake of the July bombings, it had dropped 7 percent from October 2004.
Visitor numbers remain higher than a year ago, with good growth in those from Europe, the Middle East and the United States.
The mild weather continued to restrain autumn/winter clothing and footwear. Beauty products, cosmetics and fragrances sold well but furniture and homewares were mixed.
