As of this date, the United States has entered into visa agreements with a number of countries but is enforcing quotas (administered by the U.S. Customs Service) on merchandise from additional countries with which the U.S. has no visa agreements.
Therefore, shipments from the countries without a visa agreement do not require a visa but are charged to the appropriate quota.
On occasion, when bilateral agreements lapse and quotas are not in force, the visa agreement, which is a separate agreement that remains in force, requires that shipments continue to be accompanied by a visa.
