The Chairman of the DSB shall inform the Members of the composition of the panel thus formed no later than 10 days after the date the Chairman receives such a request."
This dispute concerns the disagreement between Brazil and the United States, within the meaning of Article 21.5 of the DSU, as to "the existence or consistency with a covered agreement of measures taken to comply with the recommendations and rulings" of the DSB in US – Upland Cotton.
The report of the original panel in US – Upland Cotton was circulated to Members on 8 September 2004.
The original panel found that certain measures of the United States were inconsistent with the Agreement on Agriculture and/or the Agreement on Subsidies and Countervailing Measures ("SCM Agreement").
