A BGMEA delegation, led by its director Faisal Samad, met commissioner of the commissionerate Mohammad Hasmat Ali and discussed simplifying, expediting and making customs procedures hassle-free, a press release from BGMEA said.
BGMEA urged the commissioner to simplify the annual audit procedures for garment exporters; promptly settle back-to-back letters of credit incorporated through amendment up to June 30, 2022; preserve bond registers through the CBMS software; avoid imposing cutting supervision requirements solely on suspicion without valid reasons; and simplify the process of adding HS codes to bond licenses.
The association also drew the commissioner's attention to several policy support issues, including simplification of raw material imports under free of charge arrangements and avoiding value-added tax -related harassment in service activities (such as washing, printing, dyeing and embroidery) conducted by non-bonded firms for bonded garment exporters, as VAT exemption has already been decided in principle and an NBR order in this regard is under process.
It also requested ensuring smooth supply of goods and services from deemed bonded exporters to direct exporters without complications and simplification of sub-contracting procedures, domestic media outlets reported.
A request was also made to immediately reconstitute a joint working committee, as was done earlier, comprising representatives from all customs houses, bond commissionerates, the National Board of Revenue, the Customs Intelligence and Investigation Directorate, and other stakeholders, to resolve short-term and long-term challenges facing the RMG industry.
The commissioner assured the association that any emerging issues would be resolved promptly and customs procedures would be further simplified.
