Regarding data on consumption from the non-mill sector, it is important that surveys be conducted on a regular and timely basis. The non-mill sector accounts for about 8% of annual consumption of cotton.

There is no instrument for data collection that would allow correct estimates of consumption at the non-mill sector because of the highly decentralised nature of the sector. Currently, data available emanates from surveys done in 1993 and 1995 – this information is outdated. Surveys should take place at least once every three years so that the data is current and valid.
