USITC reports on US-NAFTA rules for woven cotton boxer shorts

United States International Trade Commission (USITC) issued its report concerning proposed modification of the North American Free Trade Agreement (NAFTA) rules of origin for boxer shorts made from certain cotton woven fabrics.

The investigation, Woven Cotton Boxer Shorts: Probable Effect of Modification of NAFTA Rules of Origin for Goods of Canada and Mexico (Inv. No. NAFTA-103-13) was requested by the U.S. Trade Representative (USTR).

As requested by the USTR, the ITC, an independent, nonpartisan, factfinding federal agency, provided advice on the probable effect of the proposed NAFTA rules of origin modification for woven cotton boxer shorts made from certain cotton woven fabrics on US trade under the NAFTA, total US trade, and on domestic producers of the affected articles.

If adopted, the rule change would effectively extend duty-free and quota-free treatment to qualifying boxer shorts made from certain cotton woven fabrics in the NAFTA countries, regardless of the source of the fabrics.

Woven Cotton Boxer Shorts: Probable Effect of Modification of NAFTA Rules of Origin for Goods of Canada and Mexico (Inv. No. NAFTA-103-13, USITC publication 3487, April 2006) will be posted in the Publications section of the ITC's Internet site.

ITC serves as a Federal resource where trade data and other trade policy-related information are gathered and analyzed. The information and analysis are provided to the President, the Office of the United States Trade Representative (USTR), and Congress to facilitate the development of sound and informed US trade policy.
