Indian handloom weavers receive skill development training

Integrated Skill Development Scheme (ISDS) aims to cater to skilled manpower needs of Textile and related segments through skill development training programmes. The scheme focuses on creating a pool of skilled workers including women workers that needed to enhance the competitive advantage of India in the manufacturing and textiles sector.

ISDS was launched in the last two years of the 11th Plan and scaled up for 12th Plan. There is a component of skill up-gradation under Integrated Handloom Development Scheme (IHDS), where training is imparted to the weavers including women workers to upgrade their skill.  

During pilot phase, an outlay of Rs. 272 crores was made to ISDS including Rs. 229 crores as Government share. During 12th Plan an allocation of Rs. 1900 crore has been made for the scheme. Budget Estimate for ISDS for 2013-14 is Rs. 250 crores.

The total Grant released to various Implementing Agencies so far under ISDS is Rs. 199.19 crores. Under ISDS, release of funds is made directly to Implementing Agencies and not state-wise. As per the guideline of IHDS, financial assistance on skill up-gradation is restricted to 15% of the total project cost. An amount of Rs. 14.42 crores has been released under IHDS for last 3 years.
