American Manufacturing Trade Action Coalition (AMTAC) Executive Director Auggie Tantillo is scheduled to testify before the U.S. Senate Finance Committee on July 12 at 10:00 AM EDT in opposition to S. 3495, legislation to extend permanent normal trade relations (PNTR) to Vietnam.
In late May, the United States and Vietnam reached a bilateral agreement paving the way for the United States to support Vietnam's admission to the WTO.
While Congress cannot vote directly on the bilateral, it must, however, extend PNTR to Vietnam for Vietnam to receive full access to the U.S. market as a WTO member.
Thus the vote on PNTR is the de facto vehicle for Congress to approve or disapprove the bilateral admission agreement.
Since granting Vietnam normal trade relations in late 2001, the U.S. trade balance in manufactured goods with Vietnam has turned from a $142 million surplus to a $4 billion deficit. Sectors bearing the brunt of the deficit include textiles and apparel, footwear, and furniture.
