DOC invites PSF exporters' attention over US inquiry of Chinese product

Trade and Industry Department, Hong Kong (TID) announced that the US Department of Commerce (DOC) announced in the Federal Register (FR) notice of 20 July 2006 the initiation of investigation to determine whether imports of certain polyester staple fiber from the Mainland of China were being, or were likely to be, sold in the US at less than fair value.

Exporters and producers wishing to obtain separate-rate status in this investigation are required to submit a separate-rate status application. The specific requirements for submitting the separate-rates application are outlined in detail in the application itself, which is available on DOC's website.

The separate rates application is due no later than 19 September 2006. Separately, for AD investigations involving non-market economies (NMEs) including the Mainland of China, DOC requests quantity and value information from all known exporters identified in the petition as well as other relevant exporters and manufacturers to be used as the basis to select the mandatory respondents.

DOC requires that the respondents submit a response to both the quantity and value questionnaire and the separate-rates application by the respective deadlines in order to receive consideration for separate-rate status. Detailed filing instructions as well as the quantity and value questionnaire are also available on DOC's website. The quantity and value questionnaire is due no later than 18 August 2006.
