Ministry of Textile Industry (MINTEX) introduced the Clean Cotton Programme 2006-2007 on Wednesday, August 16, 2006, under which around 100,000 bales of quality cotton will be produced.
Around 14 ginning facilities in Punjab have been chosen to produce around 70,000 bales while the rest will be contrived from 6 mills in Sindh.
Nearly Rs70 million would be invested to acquire 14 million maunds of clean seed cotton (phutti) that will be required for the production of 100,000 cotton bales.
Growers will need to transport phutti to the designated factories and are expected to be paid Rs50 per maund.
PCSI is supposed to inspect the cotton seed and that of minimum grade-II will be supplied to the factories.
As directed by the Prime Minister, Shaukat Aziz, the programme for production of clean and standardized cotton has been framed after taking all the stakeholders including provincial governments, TCP, PCSI, PCGA, APTMA and growers on board.
All Pakistan Textile Mills Association (APTMA) members are expected to buy clean cotton bales produced at the ongoing rate while also paying premium of Rs30 per maund to the ginner.
This system has received approval to be carried on during the 2008-2009 period and will be implemented in the district of Multan, Vehari, Khanewal, Muzaffargarh, DG Khan, Bahawalnagar, Rajanpur in Punjab and Khairpur, Nausheroferoz and Mirpurkhas in Sindh.
