Trade and Industry Department, Hong Kong announces the comprehensive Import Licence (Textiles) and Comprehensive Export Licence (Textiles) were introduced as from 1 January 2005 to facilitate respectively the import of textiles from and export of textiles to countries.

Or places that have not maintained quantitative restrictions or other safeguard measures over textile products originated from Mainland China (i.e. the non-sensitive markets).

The scope and applicability of comprehensive licence, as well as details on application procedures are set out in a trade circular of 28 March 2006.

A comprehensive licence is valid for 12 months. Traders who wish to continue using comprehensive licence to cover textiles shipments to non-sensitive markets should apply for a new comprehensive licence before the expiry of their existing comprehensive licences.

This circular serves to remind traders of the procedures and operational arrangements for subsequent applications of comprehensive licence.
