The Inter-American Development Bank approved a $60 million loan for the implementation of a strategy to enhance equity and quality in preschool, primary, secondary and postsecondary education in Bogotá, Colombia.

The key objectives of the program are to expand and improve access to the different educational levels, particularly among Bogotá's poorest children and young people, to raise retention and graduation rates and to improve the quality of education.

To expand the access to education, the project includes the construction of 20 schools, all of them located in neighborhoods that are home to a high proportion of people living in the lowest income levels within the District of Bogotá.

The program seeks to reduce dropout rates at the elementary and secondary levels among young people from low-income families through the use of cash transfers conditional on school attendance.

Conditional cash transfers will also be used to improve retention levels in postsecondary technical/technology programs among students from the poorest socioeconomic strata.

The quality of educations will be improved through the provision of additional teaching and learning resources, better professional development for teachers and school administrators and proper assessment of learning outcomes.

This 25-year loan will be executed by the District of Bogotá Education Department.
