3. Following principles shall be considered while checking written certificate and electronic data of Provisional License:
1). The operating units on the Export Goods Customs Declaration shall be consistent with the exporter on the Provisional License.
2). While transacting checking procedures, one shall work in accordance with the written certificate remarks of the Provisional License.
4. In order to ensure the relevant entry procedures could be promptly completed, license and technology institutions of Ministry of Commerce and General Administration of Customs shall transmit and receive related electronic data promptly.
5. All the license institutions shall strictly follow Applying and Issuing Standards on Provisional Textile Export License (Temporary). Content on the Temporary License shall be printed by computers and be unchangeable.
6. Provisional Textile Export License of PRC is sampled as in Appendix 1.

8. This Circular shall take effect as of July 20, 2005. Ministry of Commerce and General Administration of Customs reserve the right to the explanation.
