In Changzhou city, more than 15000 hands are required but labourers were not available in local labour market.
Workers demanded higher salary, which employers could not offer. Moreover, the new agriculture policy forces workers to turn to farming in their home town.
Enterprises were more concerned about their own profit margin, but now they are ready to improve work conditions and life standards of workers, and offer training to them.
