As the textile and garment industry expands rapidly, both in terms of size and output capacity, labour availability has resulted in a major problem for the enterprises, operating in this sector. Ho Chi Minh City is the most suffering region from this problem.

As per the Vietnam Textile and Garment Association report, the textile and garment industry generates employment for over 2 million people nationwide. Most of the employees are live in the two big cities and neighboring areas. The industry has projected export orders valued at $8–9bn by 2010, and to achieve this, it requires 3.5 million workers.

But the job situation is the worst in several private companies and even State-owned firms.

The Director Vu Duc Giang of the Phuong Dong Garment Company under the National Textile and Garment Corporation (Vinatex), informed that the rotation in number of workers within the industry are expected due to seasonal production. Workers who quit jobs always make up 20 pecent of total workers of a business.

At the national textile and garment conference in Hanoi in late June, Chairman Le Quoc An of the Vietnam Textile and Garment Association stated that besides appropriate steps taken by enterprises to enhance salaries and working conditions, domestic authorities were required to provide proper accommodation for workers, he added.
