The US International Trade Commission (USITC) determined that revoking the countervailing duty orders on fine denier polyester staple fibre from China and India and the antidumping duty orders on fine denier PSF from China, India, South Korea, and Taiwan would likely lead to the continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. The Commission instituted these reviews on 1 February 2023 and determined on 8 May 2023 that it would conduct full reviews.
According to Fibre2Fashion's market insight tool TexPro, imports from the top PSF supplier, South Korea, were valued at $42.196 million, which was 29.54 per cent of the total. The share of Thailand was 19.48 per cent, Vietnam 13.79 per cent, India 11.53 per cent, and China 7.05 per cent of the total PSF imports during the quarter.
Last year, the US imported PSF (under the said HSN code) valued at $576.857 million. The top supplying countries were the same. Imports from South Korea were valued at $159.761 million, which was 27.70 per cent of the total, as per TexPro.
Imports from Thailand were valued at $122.874 million (21.30 per cent), India $65.328 million (11.32 per cent), Vietnam $56.238 million (9.75 per cent), and China $44.336 million (7.69 per cent). The US also imports PSF under HSN code 550620, for which the import value was negligible.
