Deputy Minister's Le Danh Vinh answers to questions on regulations on transfer of quotas for textile and garment export to US under Circular 06 dated April 1st, 2005
Last year, under the Government's guidelines on prohibition on transfer of quotas, the Inter-Ministry of Trade and Industry only allowed enterprises to credit and give away their allocated quotas.
This year, under the Government's permission, the Inter-Ministry implements regulations on quota transfer, acknowledging this action and confirming its disclosure. These regulations which are detailed in the Interministerial Circular No. 06/TTLT/BTM/BCN dated April 1st, 2005 are hoped to limit illegal activities relating to transfer of quotas for textile and garment export to the US market.
