The legislation would extend government funding until March 14, provide $100 billion for disaster-hit states and $10 billion for farmers, and extend farm and food aid programmes due to expire at the end of the year.
“But it rejects the accelerated pathway to a tax cut for billionaires that Republicans sought, and it ensures the government can continue to operate at full capacity,” Biden said.
“That’s good news for the American people, especially as families gather to celebrate this holiday season,” he added.
The bill was passed in Senate controlled by the Democrats in an 85-11 vote 38 minutes after it expired. Shutdown procedures were not initiated by the government in the interim duration, domestic media reports said.
It was earlier cleared by the House of Representatives controlled by the Republicans with bipartisan support, securing 366 votes.
Congress did not act on President-elect Donald Trump's demand to raise the debt ceiling before he assumes office on January 20.
The US government spent around $6.2 trillion last year and has more than $36 trillion in debt.
