Uttar Pradesh government’s Industrial and Service Sector Investment Policy 2012, which eyes a growth of around 11.2 percent with a primary focus on the development of small industries, has unfortunately left the state’s minor population of handloom and power loom weavers out.

The draft policy, which has been cleared by the Uttar Pradesh Cabinet, makes no mention about the handloom and powerloom units, which provides livelihood to nearly a million families in the state, who together manufacture over 600 million metres of different textiles in a year.

The UP Industrial Cooperative Association (UPICA) and UP Handloom Corporation have stopped sourcing handloom products from the weavers and are almost on the verge of closure. But, the new policy keeps mum about revival of these organizations.

Around 21 spinning mills, which used to provide quality yarn at reasonable prices to the weavers, have also shutdown because of the diminishing demand of its finished products. The draft industrial policy was expected to outline steps for resumption of these closed mills, but it leaves them untouched.
