WTO rules are not beneficial for developing countries, especially for those whose economy is in evolution, said Alexei Gordeyev, Agriculture Minister.
The country is in dialogue with the US on becoming a WTO member, but arguments on access to Russian markets are a barrier.
The country needs tariffs twice as high as it has, but it (Russia) is persuaded to give ground, said Gordeyev.
Agriculture is the apple of discord for Russia, however, considering Russia's negotiating position, it has right to support agriculture.
