PCAP advocate amending labor laws for country's growth

According to the Planning Commission's Approach Paper (PCAP), India must compete in global market.
To succeed, it adds that the country must evolve a consensus on the scope for reforming key labor laws and then focusing on flexibility of labor laws to help India compete in the international market.
All over the world efforts are being made to introduce greater flexibility, while protecting the legitimate interests of labor.
Labor flexibility does not mean "hire and fire." There are many areas within the labor jursidiction that requires greater flexibility to generate employment in the organized sector by encouraging employers to expand employment.
This flexibility is a must if the nation want to exploit the enormous opportunities offered by export markets, the PCAP explains citing China as an example.
To increase the employment intensity of economic growth, the Plan must focus on the labor-intensive manufacturing sectors.
State Governments can create an investor-friendly environment, particularly for the labor-intensive sectors.
The focus industries could be food processing, textiles, small and medium enterprises, tourism and construction.
India has enormous opportunity to expand textile and garment exports and thus generate substantial additional employment.
Tourism, both domestic and international, provides large possibilities for employment generation in hotels, catering, entertainment, and travel industries which can further create a market for handlooms and handicrafts.
