On October 13, 2006, Ministry of Commerce of the People's Republic of China released Bulletin No 74,2006, announcing the final ruling on anti-dumping investigation over spandex imported from Japan, Singapore, South Korea, Taiwan region and America.
The final ruling by Ministry of Commerce affirmed the existence of anti-dumping related to imported spandex produced from Japan, Singapore, South Korea, Taiwanese region and the American, which caused substantial damage to Chinese spandex industry.
Due to the existence of the cause and effect between the anti-dumping and substantial damage, the Ministry made the final decision to imposed anti-dumping duty on the products under investigation.
According to the provision of anti-dumping regulation of the People's Republic of China, on April 13, 2005, Ministry of Commerce of the People's Republic of China released an announcement of launching anti-dumping investigation on spandex imported from Japan, Singapore, Korea, Taiwanese region and the US.
On April 3, 2006 Ministry of Commerce released a notice to postpone the case to Oct 13, 2006; On May 24 2006, Ministry of Commerce declared the initial decision over the case.
Spandex is listed in import and export tariff of the People's Republic of China 54024920 and 54026920. The product is mainly used to produce high-end sportswear, swimming suit, knitwear, underwear, socks and medical bandage.
Since October 13, 2006, importers should pay to the Customs of the People's Republic of China a correspond anti-dumping duty against the duty rate set for special company confirmed by the final judgment, when they import the product under the investigation.
Anti-dumping duty ranges from 0-61 percent.
