A delegation headed by Union Secretary A K Singh and Textile Commissioner J N Singh visited the textile clusters of Bhiwandi in Maharashtra. They promised that Bhiwandi will be considered for a special action plan while forming the 11th Five Year Plan.

This delegation held a discussion with Bhiwandi Powerloom Industry Association and they paid a visit to Bhiwandi's textile units afterwards. Underdeveloped infrastructure, transport and communication as well as insufficient power and water supply are big obstacles for these units.

Powerlooms in these units are old models with just 30,000 of the total 5.5 lakh powerlooms being new ones. Government plans to construct textile parks in the region and provide TUFS extension, but these haven't been finalized.
