DGFT authorises TC to issue COI

Textiles Committee (TC) and its regional offices have been authorised by the Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, Government of India, has enlisted Textiles Committee, authorised agencies for issuing the certificate of origin (COI) (Non-preferential).

The certificates in question will be issued for textiles, textile articles and textiles machinery exported to any country by th Textiles Committee and its regional offices.

However, certains clauses have been framed for rules of origin. They are:

Exported goods must be (i) wholly obtained in India or (ii) manufactured in India from imported material. In case of imported material, the same should have undergone substantial transformation resulting in change in four-digit code of HS classification system.

The exporters will be required to submit the duly filled in certificate, in the prescribed form obtained from the Committee, along with the copy of invoice and certification fee of Rs 50 per certificate and 10.2 percent service tax.

Textiles Committee has undertaken an assurance to issue the certificate within two hours of submission of the duly filled form by exporters.
