Stalemate over US-China textile talks continue

Thursday saw yet another round of textile talks between China and the US trade authorities ending in a stalemate.

In brief written statement US negotiator David Spooner offered no clue as to whether the talks moved forward or explained the failure to arrive at a comprehensive agreement over the vexed issue.

It said:

“We have just ended the fourth round of negotiations with the Chinese aimed at reaching a broad agreement.

“We have not come to an agreement that meets the needs of our domestic manufacturers and retailers.

"Our overall goal, as we've said all along, is to reach a longer-term solution that will permit greater stability in textile and apparel trade. The US has been using its right under China's WTO accession agreement to invoke safeguards in cases of market disruption or the threat of market disruption, and we will continue to do so as appropriate."

Acting on US producers complaints, the US Government imposed cap on exports of imported Chinese trousers, bra, blouses and other apparels to 7.5 percent a year.

Talks began in August at San Francisco, which were followed by a meeting in Beijing, and further talks in Washington last month, all reaching a dead end.
