C/O mandatory for textile export categories

The Ministry of Industry and Trade (MOIT) recently announced that nine textile and garment product categories, exported to the US, were required to have Certificate of Origin (C/O) license.

This rule will be executed from November 1, 2008, and is expected to end on July 1, 2009.

The categories include 338 (M/B Knit shirts, cotton), 339 (W/G) knit shirts/ blouses, cotton), 340 (M/B cotton shirts, not knit), 341 (W/G cotton, Shirts/ blouses, N-Knit), 345 (cotton, sweaters), 347 (M/B, cotton, trousers/ breeches/ shorts), 348 (W/G cotton trousers/slacks/shorts), 351 (cotton, nightwear) and 352 (cotton, underwear).

The enterprises dealing with the export of these textile and garment products to US market must follow proper procedures, so as to attain C/O.

Vietnamese Chamber of Commerce and Industry (VCCI) will be responsible for registering for and the issuing of C/Os.

Under this rule, enterprises may be entitled not to include C/O in their export documents, but must submit it within 20 days since the date of making customs declaration.

However, the enterprises must give back issued C/O for categories that were not exported within the time limit.
