On services, we need a mandatory, quantitative target; a number of identifiable sectors, to which WTO members commit themselves to make offers. This means a multilateral approach requiring different levels of effort to reflect different levels of development. Sectoral negotiations in which a number of WTO members volunteer to take on a higher level of ambition should add to this. This approach proposed by the EU is gaining understanding and acceptance.
On non-agricultural market access, by Hong Kong we need a structure for a formula for tariff cuts, agreement on flexibilities around this formula for developing countries and agreement on the treatment of tariffs that are currently not bound, but to which reductions should also apply."
