'Eleventh-Five Year Planning' to build domestic trade - MoC

In order to implement the spirit of the Guidelines of the Eleventh Five-Year Planning for National Economic and Social Development and to expedite the development of domestic trade, based on the national overall arrangements and situation of domestic trade, the Ministry of Commerce (MoC) compiled the Eleventh-Five Year Planning for Domestic Trade (hereinafter referred to as "Planning") and formally released to the outside on July 26, 2006 through systematic research of experts organized by the Ministry and a big amount of investigation works after hearing the opinions of relative departments of the State Council, local administrative departments of commerce and industry associations.
With the gradual improvement of socialist market economy system and establishment of the goal of constructing a well-off society in an all-round way, Chinese domestic trade played a remarkable role in production guidance, consumption promotion, expansion of domestic demand and increase of employment opportunities.
The Eleventh-Five Year Planning was a new start to build up a well-off society in an all-round way, on the other hand, Chinese domestic economic development and opening to the outside stepped up to a new stage, which not only paid a good foundation for further development of domestic trade but also put forward fresh requirements to the development.
To carry out the basic guideline of enlarging domestic demand and improving quality of economic operation, to set up a modern circulation system in accordance with new industrialization urgently needed overall plans for development of domestic trade to speed up the development, build up a big market, develop trade in a big amount and invigorate circulation with big scales.
