CBP Port Inspection and Surveillance Technologies

US Customs and Border Protection (CBP) uses intelligence and a risk-based strategy to review information on 100 percent of all cargo information entering US ports. All cargo that presents a risk to our country is physically inspected using large x-ray and radiation detection equipment.

Following 9/11, CBP developed and implemented the Container Security Initiative (CSI), smarter strategy to identify, target, and inspect cargo containers before they reach US ports. Forty-two of the world's largest foreign seaports have CBP working side by side with their foreign counterparts to inspect cargo before it reaches our shores.

CBP's detection, inspection and surveillance tools range from sophisticated analytical computer data bases to gamma-ray and X-ray imaging systems, radiation isotope identifiers, explosive detectors, and sensors and cameras located along isolated stretches of border.

CBP employs a wide array of Non-Intrusive Inspection (NII) technology to serve as a force multiplier and to complement the work of CBP officers, canine enforcement officers and Border Patrol agents in guarding America from terrorism. These technologies serve a vital function in day-to-day inspection and movement of tens of thousand of passengers, pedestrians, vehicles, trucks, cargo containers and baggage, at our borders and ports of entry.

Current Security Measures:

1. CSI (Container Security Initiative): Enables CBP to inspect 100 percent of all high-risk containers at foreign seaports, before they are loaded on board vessels destined for the US. Currently, there are 42 foreign ports participating in the program with many more in the planning stages. At the end of 2006, the number is expected to grow to 50 ports covering more than 90 percent of cargo shipped to the US.
